Global asset manager Finance in Motion has partnered with Legal & General (L&G) and insurance broker Texel to create a debt issuance platform that gives investors access to impact-oriented assets.
The manager said the platform would allow assets from Finance in Motion’s investment activities to be placed with private institutional investors, freeing up capital for it to make more commitments to the space.
Through the platform, the FTSE 100-listed insurer L&G has acquired an existing asset from Finance in Motion, secured by credit insurance arranged through Texel.

“This is not just about a single transaction,” says Melanie Aimer, chief commercial officer of Finance in Motion. “It shows how blended finance can evolve, how private capital can be integrated more systematically, and how innovative platforms help scale impact by deploying capital over and over again.”
According to Finance in Motion, which invests in emerging markets, this is the first structure of its kind to be implemented in connection with an Article 9 blended finance strategy.
Finance in Motion said the platform will allow private capital to be channelled into existing, well-performing impact investments.

“It shows how innovative structures can help to mobilise private capital for emerging markets,” said Jake Harper, head of emerging market private debt, asset management at L&G. “We invest on behalf of our pension and insurance clients and this transaction is another step in our commitment to B-loan-related investments: it provides access to established impact assets while helping to free up capital for new opportunities.”
